Drunk Driving Prevention FAIL

In an attempt to curb the over population problem in China, the federal government has started a test pilot program where they officially support drinking and driving. Initial results were highly positive and a large percentage of the stupid population have been removed. The only side effect is that all pedestrians now have to walk around with 30 inches of bubble wrap to protect themselves.
